Move Extension Settings to drawer trigggered by settings icon

Summary The way that extension settings are done is not ideal. I have to try and identify if an extension has any settings i can modify. There is no documentation that clearly shows this when building extensions. I propose a way to put the settings in a drawer that is activated when a settings icon is clicked. Basic Example Example: ![image]( becomes: ![image]( When clicked it opens the drawer with extension settings. Motivation I have often looked for settings after installing extensions and it pains that the whole thing is not organised in such a way that where you manage extensions is where you also manage their settings. Extensions designing also doesn't seem to encourage extension settings. I didn't even know there were settings for the new Visual Designer feature until I saw it in the settings module looking for something else.
