Implement case insensitive (and other) filters consistently

Describe the Improvement
In #18496 it is reported that some filters are not properly documented. It has been noted that the contribution that added these did so inconsistently. Before documenting them, they should be made available in all places filters are used, such as in the App, Flows, and the SDK.
