Export CSV files: Configurable separator (reopened)

Summary Although this was closed last year (#12456) due to less than 15 votes, the current success of Directus makes it necessary to reopen the discussion to expand its future by considering a new idea (see Detailed Design) that addresses the points of the old discussion. Basic Example _No response_ Motivation Most of European countries and some others don't use a comma separator for CSV. Therefore when opening the export in Excel for instance, all the data appear in the first column making it unreadable. _Plus the accented letters shows like É for É, etc._ Detailed Design To take in account the countries' variations, let's consider the separator , as a word Hence give it the correct translations, ';' for the countries concerned., etc. So we can have in the settings have a word SEPARATOR that is ' , ' by default but can have translations for different languages.
