Default layout options to apply to all users

Summary

Currently it seems to be only possible on a per user basis change the layout options for a collection.

There needs to be a way to create/customize a default layout option that is applied to all users.

For example we want to use the card layout, but include SKU as title and name as subtitle.

Motivation

Allows the developer to present information in a coherent way for all backend users, not having each user having to modify their own layout.

Detailed Design

There needs to be a way either in code or in backend form to set the default layout option for a collection.
