Allow configuring timezone in datetime display

Summary 1. Admin should be able to set a defined timezone for all date fields across collections 2. A user should be able to define their timezone or platform should pickup user's timezone and display dates appropriately Basic Example _No response_ Motivation Platforms like mine that have payments are saved in UTC but the operations teams need to be able to view in correct timezone so as to offer support correctly.
