Add YugabyteDB support to Directus

Summary
There's a pull request for YugabyteDB support that simply seems to miss a feature request discussion @
YugabyteDB is a fully open source distributed PostgreSQL database. Since directus also supportes the not fully open source CockroachDB, adding YugabyteDB would be a good addition.
Basic Example
DB_DATABASE="yugabytedb"
Motivation
supporting a opensource distributed db.
Must Have:
• A support yugadb in the enviroment variables
Drawbacks
can't assess
Adoption Strategy
not a breaking change.
